Flanders: New BIV and Annual Road Tax on Electric Vehicles from 2026

A major turning point in Belgian automotive tax policy: the Flemish Region has officially ended the total zero-tax exemption previously enjoyed by 100% battery electric vehicles (BEV). Starting January 1, 2026, all zero-emission passenger cars registered in Flanders will be subject to a flat entry registration tax (BIV) and an annual road tax. Here is a comprehensive overview of the new rates, transitional provisions, and fleet implications.
1. Why Did Flanders End the Zero-Tax Privilege?
Since 2016, Flanders promoted EV adoption through complete regional tax exemptions (€0 BIV, €0 road tax). With electric cars now representing over a third of new registrations, this policy created severe shortfalls in road infrastructure revenue, while heavy electric SUVs (1.8 to 2.6 tonnes) inflict significant physical wear on public highways.
2. Official Flat Rates from 2026
One-off fee charged upon first registration by Vlabel.
Fixed annual indexable fee payable each anniversary year.
3. Grandfathering Rights for Pre-2026 Registrations
Electric vehicles registered prior to January 1, 2026 retain their full €0 annual tax exemption as long as the car remains registered under the same owner and licence plate.
