Walloon Registration Tax (TMC) Reform: Complete Guide to the Weight, Power, and CO2 Formula
Évolution Législative January 2026 • Belgian Regional Regulations
This guide has been reviewed and updated to incorporate all Belgian vehicle tax reforms in effect as of January 2026.

Following extensive legislative debates and technical adjustments, the Walloon Region has enacted the most consequential reform of its vehicle taxation system in over thirty years. The historic Vehicle Registration Tax (TMC / BIV) grid, inherited from federal 1990s legislation based strictly on fiscal horsepower (CV) or engine power in kilowatts (kW), has been replaced with a continuous environmental formula. This new system simultaneously factors in engine power, certified CO₂ emissions, and maximum gross vehicle weight. Here is an exhaustive breakdown of how the tax works, how it is calculated, and what it means for motorists.

1. Why Did Wallonia Overhaul its Vehicle Registration Tax?

The legacy tax grid generated evident distortions regarding environmental sustainability and road safety:

  • Disregard for vehicle weight: Two vehicles equipped with a 110 kW (150 hp) engine paid an identical €495 registration tax, regardless of whether one was an agile 1,250 kg compact car or a heavy 2,200 kg SUV.
  • Unfair advantages for heavy plug-in hybrids: Luxury SUVs weighing nearly 3 tons enjoyed rock-bottom taxes due to artificial laboratory emissions cycles, despite consuming substantial fuel once their battery was depleted.
  • Flat fee for all electric cars: A modest electric city hatchback and a 600-horsepower luxury electric behemoth both paid the same flat €61.50 fee.

The Walloon government designed this formula to incentivize compact, lightweight, energy-efficient vehicles while discouraging unnecessarily heavy and oversized cars.

2. The Official Walloon TMC Formula Decoded

Rather than referencing a static tax bracket table, the registration tax is computed via a continuous mathematical formula:

TMC = MB × (CO₂ / 136) × (MMA / 1838) × C

Here is how each of the four components operates:

A. Base Amount (MB) and Age Depreciation

The MB (Montant de Base) is dictated by the vehicle's maximum net engine power in kilowatts (kW), recorded under field P.2 of the registration certificate.

For pre-owned cars, this base figure is systematically reduced for each year of age since first registration (field B), ensuring older used cars do not bear prohibitive upfront tax charges.

B. The CO₂ Emission Ratio (CO₂ / 136)

The certified mixed WLTP CO₂ emission figure (field V.7) is divided by the Walloon reference benchmark of 136 g/km:

  • For an engine emitting 100 g/km: 100 / 136 = 0.735 (a 26.5% discount on the tax).
  • For an engine emitting exactly 136 g/km: the factor is neutral (1.00).
  • For an engine emitting 204 g/km: 204 / 136 = 1.50 (a 50% surcharge).

C. The Weight Ratio (MMA / 1838)

The weight metric used is the Maximum Authorised Mass (MMA) from field F.1 of the registration certificate (gross vehicle weight rating, not empty curb weight).

This figure is divided by the regional reference median of 1,838 kg:

  • A compact car with an MMA of 1,500 kg produces an advantageous ratio of 1,500 / 1838 = 0.816.
  • A luxury SUV with an MMA of 2,750 kg generates a multiplier of 2,750 / 1838 = 1.496.

D. Powertrain Technological Factor (C)

The C coefficient accounts for powertrain efficiency:

  • Internal Combustion Engines (Petrol, Diesel, LPG, CNG): C = 1.00.
  • Genuine Plug-in Hybrids (PHEV): C = 0.80 (20% reduction).
  • 100% Battery Electric Vehicles (BEV): Graduated scale from 0.01 to 0.26 depending on kilowatt output:
    • Up to 120 kW: C = 0.01 (automatically hits the €50 floor).
    • 121 kW to 160 kW: C = 0.05.
    • 161 kW to 200 kW: C = 0.10.
    • 201 kW to 250 kW: C = 0.15.
    • Above 250 kW: C = 0.20 to 0.26.

3. Statutory Guardrails: Minimum Floor and Maximum Ceiling

The final calculated tax is legally constrained within strict financial limits:

Statutory Minimum Floor
€50.00
No vehicle is registered for €0
Statutory Maximum Ceiling
€9,000.00
Raised significantly from the legacy €4,957 cap

4. Social Allowance for Large Families

Families with 3 or more dependent children (or single parents with at least 2 dependent children) often require large multi-seat vehicles. To prevent unfair penalties, the decree provides an abatement of 100 kg on the declared MMA upon application with a household certificate.

5. Interaction with the Walloon Eco-Malus

Vehicles emitting 146 g CO₂/km or more remain subject to the Walloon Eco-Malus penalty (from €100 to €2,500), which is charged in addition to the formula-derived TMC!
